On 14 September 2008, the central bank in Sudan instructed banks that the rules made by the Western Union Corporation, related to making money transfers by issuing a policy memoranda, were void. Western Union rules prohibit payouts 'to any persons, agents, private enterprises, charitable organi sations or other establishments linked directly or indirectly in any connection whatsoever to any governmental authorities of Sudan (which term for this purpose includes any governmental agency or entity and the Central Bank of Sudan), or for or on behalf of the Government of Sudan'.
The central bank directed that non-adherence to the policy memoranda would lead to suspension of the banks. This step was taken after the Sudanese central bank received complaints from government employees related to money transfers.
